SUARA Korban Bencana literally means the voice of disaster victims. SUARA stands for Solidaritas untuk Emergensi, Advokasi dan Rehabilitasi or Solidarity for Emergency, Advocacy and Rehabilitation (of disaster victims). It was declared by 26 NGOs and individuals working in Yogyakarta and Central Jawa two days after the earthquake of 29 May 2006. The member NGOs have agreed that the forum will serve more as a coordination forum and a support system for a quick and better emergency operation through co-operation among NGOs, volunteers, the civil society and all concerned institutions. The forum will empower the civil society to participate in the recovery and rehabilitation process, and hence providing a local context to the entire post disaster management.

The forum will not serve as a broker of funds or volunteers or a coalition to mobilize funds. It will focus its efforts on providing information and coordination, while funds for field level humanitarian relief and post disaster recovery efforts should be channeled directly to the forum members. SUARA will recommend and direct interested funding agencies to work not only with SUARA NGO members, but also with other NGOs and community based organizations at the grassroots level which have done a lot of good work.

The steering committee of the forum includes: Sandyawan Sumardi (Humanitarian Volunteer Network - JRK), Lita Anggraini (Urban Poor Linkage - UPLINK), Francis Wahono (Cindelaras Institute for Rural Empowerment and Global Studies), Andreas Subiono (Society for Health, Education, Environment and Peace - SHEEP), Putri (Indonesian Women Coalition - KPI), Coolen (Jesuit Refugee Service), and Raziku Amin (People’s Freedom Movement - PRM), Triningtyasasih (Rifka Annisa Women Crisis Center), Slamet Riyadi Sabrawi (Institute for Research and the Empowerment of the Press Yogyakarta - LP3Y), Imam Azis (Young Moslem Press Movement - Syarikat).
